Recognising that the seeds of terrorism, crime, unstable economies and The Dire Peril are sown in children’s minds by the incessant indoctrination of adult society’s negative attitudes, standards and values opposed to what is identified in The Supra-Democratic World-Plan (The S-D W-P) as The Indispensable Global Ethic For Social Stability (“TINGESS”), by definition, “Do not do to others and theirs that which you would not have them do to you and yours”

 

Recognising also that the absence of specific education for enabling children to intercept and ward off those seeds enables them to fertilise and flourish in their minds and produce terrorists criminals unstable economies war and The Dire Peril; and that this is a definitive common primary cause thereof

 

Recognising that to combat this causation and progressively and permanently prevent terrorism and war and stabilise the world economy with a global ethic and transform society into a peaceful model so as to Rescue The Young From The Dire Peril it is a necessary step to encompass the global educational dimension and give the world’s children specific anti-causal and ethical-behavioural education for intercepting and neutralising those seeds before they fertilise

 

Recognising also that on 7 June 2001 UNESCO indicated its support for The Anti-Conflict-Seeding “4th R” Schools-Programme (also known as The Anti-Causal “4th R”) contained in The S-D W-P (and its Anti-Causal Plan For Rescuing The Young From The Dire Peril) that was submitted pursuant to the 1993 Montreal World Plan of Action and having sent copies to member-nations UNESCO confirmed that implementation thereof now depended on the will of governments

 

And Recognising finally that when implemented globally pursuant to its Teacher’s “ACE” (Anti-Causal Education)  Self-Training Manual and under UNESCO’s authority   and umbrella The Anti-Conflict-Seeding “4th R” will begin to construct the defences of peace in the minds of men as required by UNESCO’s Constitution and will fulfil the abovementioned necessary step

 

Decides therefore

 

1. that, to fulfil this necessary step, all states should exercise their respective wills and implement The UNESCO-Supported universal ethical Anti-Causal “4th R” education, namely The Anti-Conflict-Seeding “4th R” Schools-Programme, under UNESCO’s authority and umbrella; and,

 

2. that, so as not to confuse the world’s children, all states should henceforth endeavour to conduct national and international affairs in ways that are not inconsistent with “TINGESS”.
